Patricia Shea is an attorney with extensive experience in administrative law and government lobbying.

For the past decade she has represented clients before the General Assembly, the Administration and various state agencies. She served as General Counsel and lobbyist for the Insurance Association of Connecticut (1989 to 1995) where she represented the insurance industry in all areas, including general corporate matters, health care and property and casualty. From 1995 to 1998 she was a lobbyist in the law firm of Robinson & Cole where she represented a broad spectrum of client interests, including energy, transportation and corporate matters.

Ms. Shea has served on many commissions and task forces, including the Law Revision Commission's committee on confidentiality of medical records, the Insurance Committee's task force on use of genetic information, the Worker's Compensation Commissioner's committee on provider/payer billing and payment guidelines and The Blue Ribbon Commission on the Second Injury Fund. She has drafted legislation and regulations on behalf of clients and in cooperation with the State Administration and its various agencies.

Ms. Shea also has experience in organizing coalition activities and grassroots campaigns for clients. She worked extensively with the Association of Connecticut HMOs in developing and organizing a coalition of businesses interested in the legislative activities affecting health care coverage. Currently she serves as lobbyist and coalition coordinator for the Advocates for Highway and Auto Safety.

Prior to lobbying, Ms. Shea practiced law with the law firm of Skelley, Vinkels and Rottner, in Hartford, and worked as an adjudicator at the State of Connecticut Department of Public Utility Control.

Ms. Shea is a member of the Connecticut Bar Association. She is a member of the Board of Directors of Inter-Community Mental Health Group.

She received her B.A. degree from Stonehill College in 1982 and her J.D. degree from New England School of Law in 1985. She is admitted to the practice of law in Connecticut and Massachusetts.
