Mark F. Brennan, Partner
Mark F. Brennan is a governmental affairs specialist with extensive knowledge of health care and an expertise in Medicaid rate relief. Mr. Brennan has an expert knowledge of the state legislative process. He was Director of Legislative Affairs in the office of Governor John Rowland where his responsibilities included the successful development of the UCONN2000 legislation and negotiating the Governor's Eight Point Crime Package into law. He also was instrumental in negotiating the Governor's 1995-96 biennial budget to conclusion. Because of his extensive experience in government and health care, Mr. Brennan was appointed Director of Special Services at the Connecticut Department of Public Health where he was responsible for managing the communications, government relations and adjudications divisions of the department. It was during his years in the Administration that he became closely acquainted with the various agencies, legislators and staff. Mr. Brennan brings this knowledge and these relationships to his work at Levin, Powers, & Brennan where he has worked extensively with our health care and business clients in the area of the budget and taxation. Mr. Brennan is highly respected for his knowledge of the state budget and on behalf of our clients works closely with key members of the Appropriations, Finance and Public Health Committees as well as with the Office of Policy and Management and the Department of Social Services. Most recently, Mr. Brennan was instrumental in achieving an increase in the Medicaid payments to hospitals. On behalf of ESPN, Inc. and The Walt Disney Company, he was one of the key architects of Connecticut’s film tax credit program, the most aggressive film tax credit program in North America. Prior to entering government service, Mr. Brennan was Director of Marketing and Public Relations for Waterbury Occupational Health and a consultant for the Voluntary Hospitals of America in Farmington, Connecticut. His work in occupational health networks and in the development of Connecticut's first statewide Preferred Provider Organization earned him the reputation as a strong administrator and business innovator. Mr. Brennan currently serves as President of the Board for the Waterbury Association of Retarded Citizens and is serving as Police Commissioner for the town of Middlebury. A former member of the Republican State Central Committee, he continues to maintain a high interest in federal, state and local politics. He attended American International College in Springfield, Massachusetts.
