Acomplishments by Levin, Powers, Brennan & Shea, LLCLevin, Powers, Brennan & Shea want to be very clear that none of the matters cited below would have been accomplished without the thoughtful consideration and dedicated work of members of the legislature, executive branch and their staff. Energy
Succeeded in legislative affirmation of property tax credit for anti-pollution equipment. Achieved the overwhelming defeat of a proposed “Windfall Profits Tax” aimed solely at our successful electric generation clients.
Led efforts with environmental groups to reduce mercury emissions from energy plants and have worked to preserve deregulation and investment of new generators of power in Connecticut. Worked with other successful generators (all represented by LPBS) to defeat the proposed “Windfall Profits Tax”.
Negotiated legislation which modifies the type
of wood and other biomass products that qualify as renewables and permits
construction and demolition wood to be used as fuel at the company’s
gasification plant.
Lobbied to ensure that Connecticut pension funds would not divest $50 million of Hydro-Quebec (HQ) bonds. Monitored and advised client on deregulation developments in Connecticut and other New England states. Health Care
Successfully lobbied the largest Medicaid Rate Increase for Connecticut’s
Hospitals in over eighteen years.
Successfully lobbied for the creation of a Distressed Hospital
Fund from which Bridgeport Hospital is currently benefiting.
Successfully lobbied to amend the Dental
Practice Act; successfully convinced legislators not to pursue a specific
provider tax on dentists for purposes of funding health programs.
In concert with the in-house lobbyist for this unique
specialized chronic care hospital, which serves all of Connecticut’s 169 cities and towns, we
have gained unprecedented state financial support.
Led efforts to prevent legislative obstruction
to the expansion of a principal outpatient care facility in Groton and are
now part of the planning process to develop a similar facility closer to
the Connecticut River in Old Saybrook. Economic Development
Designed the plan that led to
the revitalization of the City of New London’s
waterfront and created the organization that developed the Pfizer Global Research
Center, Ft. Trumbull State Park and development of the Coast Guard Research
facilities and Coast Guard National Museum.
Negotiated for a gross receipts tax exemption for alternative fuels, including bio-diesel and low sulfur dyed diesel fuel, or a 10% reduction in the price of such fuel. Cross Sound Ferry Services, Inc. Worked with Connecticut Congressional delegation to pass legislation that re-flagged a Nova Scotia Ferry for refitting and reuse. Obtained approval of both the General Assembly and the Governor of $2 million, as of 2007, to advance operations at the Ferry and its sister company, Thames Shipyard. Cross Sound Ferry Services, Inc./Thames Shipyard Worked to obtain federal and state grants to develop the Northeast’s first complete multi-modal transportation center on the New London waterfront and begin the process for assistance for the century old shipyard on the Thames River.
Lobbied Congress and the Executive Branch to promote freedom of
international trade in Connecticut ports.
Successfully lobbied for the
protection of manufacturers agents commission on sales and passage of the
Commission Protection Act. Media & Telecommunications
Successfully lobbied for changes to Connecticut’s law regarding the methodology
for taxation of the broadcasting industry, moving to single factor apportionment.
Were leaders in successful establishment of broad protection for investigative
reporters through statutes that permit them to protect their sources, while
most recently defeating efforts to provide perpetual contract protection to “on-air
personalities.” ESPN, Inc. and the Walt Disney Company We were one of the key architects of Connecticut’s film tax credit program, the most aggressive film tax credit program in America.
Worked to ensure that the cable industry
was specifically included in the telecommunications deregulation legislation,
creating a “level playing field” and
have fought to have that standard upheld through numerous attempts at
retraction or revision. Public Safety
Coordinated a grass roots effort and
lobbied successfully for the implementation of a learners permit for 16 and
17 year old drivers. Association of Connecticut Ambulance Providers Successfully negotiated legislation with the Department of Public Health to improve and streamline the Certificate of Need process for commercial ambulance services. Coastline Terminal Company Lobbied the federal government against overly restrictive requirements for the disposition of dredge materials on Long Island Sound.
Successfully lobbied to codify the minimum number
of State troopers and set standards for fire protection systems in patrol
vehicles. Prevented administration attempts to transfer responsibility for
public safety duties at highway weigh stations to another state department.
